Remarks of Spokesperson of Chinese Embassy in Denmark on Hong Kong-related Agenda of National People's Congress

Establishing and improving the legal framework and enforcement mechanism in the Hong Kong Special Administrative Region (HKSAR) for safeguarding China's national security is of great significance. This is necessary not only for plugging loopholes in HKSAR's legal system concerning national security but also for ensuring the steady and enduring implementation of the principle of "one country, two systems".

In recent years, "Hong Kong independence" and radical separatist forces have blatantly clamored for"Hong Kong independence". They insulted and burned national flags, defaced the national emblem, set fire and threw petrol bombs, and attacked the police. The violence was shocking and caused great damage. Meanwhile, some external forces have openly interfered in Hong Kong affairs, colluding with and supporting Hong Kong violent radicals in their anti-China activities that plunged Hong Kong into chaos. The above-mentioned activities have severely harmed China's sovereignty, security and development interests and threatened the rule of law and people's life and property in Hong Kong.

Safeguarding national security is the prerequisite for ensuring China's lasting stability and maintaining Hong Kong's long-term prosperity and stability. China will not sit and do nothing while such activities seriously damage its national security. China will not allow Hong Kong to continue to be "a defenseless city". Since Hong Kong SAR Government faces great difficulty in enacting national security legislation on its own, it is natural and totally legal for the National People's Congress, the state organ of supreme national power, to exercise its power mandated by the Constitution by putting forward principled provisions on the establishment and improvement of the legal framework and enforcement mechanism in the HKSAR for safeguarding national security, and authorizing the the NPC Standing Committee to introduce the relevant law.  

The aim of the National People's Congress to authorize its Standing Committee to introduce the relevant law by way of its decision is to target only those activities of secession, subversion, terrorism and interference in Hong Kong affairs by foreign and external forces. It will not compromise the rights and freedoms enjoyed by Hong Kong people under the law, including freedom of assembly and procession, freedom of speech, and freedom of the press. The principle of "one country, two systems" will not change, nor the existing capitalist system, the high degree of autonomy and the legal system of Hong Kong. The interests of foreign investors in Hong Kong will continue to be protected in accordance with the law.

Hong Kong is a special administrative region of China and Hong Kong affairs are China's internal affairs. We are firmly opposed to all forms of interference in Hong Kong affairs by any foreign countries or foreign organizations and individuals.
